CapRock Establishes New Positions to Support Global Business Growth

HOUSTON, TEXAS and ABERDEEN SCOTLAND- August 19, 2008

CapRock Communications, a leading provider of global satellite communication services to remote locations, today announced its selection of Ron Wagnon as vice president and general manager of North America and Doug Black as country manager of Angola . The creation of these roles further enables CapRock to reliably deliver fully managed communication solutions to customers with operations around the globe.

Over the last few years, CapRock has responded to the needs of its growing global customer base within multiple vertical markets by strategically positioning regional support centers where they can best provide local field service and technical support. Based in Houston, Texas, at the company's headquarters, Wagnon will be responsible for driving continued revenue growth within North America. He also will focus on ensuring consistent service delivery, project management and customer care across all offices so that customers continue receiving the same reliable communications regardless of where their operations may be. Today, CapRock's global infrastructure includes teleports on five continents, 11 regional support centers and two state-of-the-art network operations centers that proactively monitor and provision customers' networks around the clock.

Prior to this new role, Wagnon, over the course of 19 years, has held a variety of managerial and sales positions with increasing responsibility in the telecommunications sector. Most recently serving as global business development executive during his 11-year tenure within the CapRock organization, Wagnon was responsible for growing the company's market share and surpassing revenue goals by meeting energy customers' communication requirements on a global basis.

"Since joining CapRock, Ron has demonstrated a level of leadership and foresight within the organization that is second to none," said CapRock COO Doug Tutt. "His keen understanding of our customers' requirements and motivation for making our services consistent on a global basis make him ideal for this role."

In response to the increased demand for communication services in West Africa amongst customers in the drilling and mining markets, Doug Black, country manager of Angola, will manage CapRock's day-to-day business operations for the region. Specifically, Black will oversee the implementation of all projects and will manage field service and customer support for clients' offshore and land-based requirements.

Black possesses more than 20 years of multi-cultural experience within the telecommunications industry, which includes serving as a co-founder and senior vice president of engineering and operations for ConnectSouth. Prior to CapRock, Black served as Head of International Marketing, Sales and Business Development for Brazilian-based Comvetor, Ltda, where he was responsible for identifying and executing strategic partnerships with telecommunications companies worldwide. Black has also served in a variety of executive management roles such as senior vice president of network services for RSL USA Communications.

"Doug's exposure to international business practices and extensive managerial experience is exactly what we need for our operations in Africa," said Tutt. "Having Doug in this role reinforces our commitment to continued global expansion to better serve our customers. I'm pleased that both Ron and Doug have accepted these challenging and vital roles and look forward to having them as part of our leadership team."
