CapRock Appoints Philip Harlow as Chief Technology Officer

HOUSTON, TEXAS - February 3, 2009

CapRock Communications, a global provider of satellite communications to remote and harsh environments, today announced it has selected Philip Harlow as chief technology officer. In this role, Harlow will manage the company’s network infrastructure development, engineering solutions, new product development and strategic planning initiatives. This position is designed to oversee the continued expansion of CapRock’s global network platform and operational capabilities.

“Last year was a tremendous period of growth for the company,” said CapRock CEO Peter Shaper. “CapRock grew its presence in existing markets and expanded across new regions. Philip joins CapRock at a time when our global expansion is accelerating. His technical knowledge, leadership skills and proven ability to establish operations in emerging markets make him an ideal candidate for this role.”

Harlow will focus on scaling the organization’s global network infrastructure to expand into new territories where CapRock’s business units, including energy, maritime and government services, are growing. While these customers may perform a diverse set of operations from one another, their requirements for advanced applications to better manage their core business in ultra remote locations remains the same. Harlow will oversee the development of CapRock’s suite of products and services that have common functionality required by all markets, but feature sets and capabilities unique to the individual market’s need.

Harlow brings more than 25 years of experience within the satellite and telecommunications industry, holding management positions with commercial companies from early stages of operations to large businesses and within the defense industry. Prior to CapRock, Harlow served as vice president of engineering for DRS Technical Services, a leading supplier of integrated defense electronics, services and support, where he was responsible for defining the company’s long-term technical strategy and overseeing its network infrastructure and applications. Also, Harlow has held key positions in business development and strategic planning with G2 Satellite Solutions and Esatel Communications. He holds a Master of Science in systems engineering from The George Washington University and a Bachelor of Engineering in electronic systems with a concentration in radio frequency systems, signal processing and telecommunication systems.
